In new houses, designed to be very energy efficient, there are a number of reasons to choose electric heating as the total or comfort heating source.

An electric floor heating system has lower installation costs compared with water or air borne heating systems, especially in smaller or energy efficient houses.  Electricity is always present so the power supply only needs to be scaled where other heating systems needs their own supply, like an oil or gas burner, a district heating unit or a heat pump.

Electric floor heating can also be the comfortable supplement to a ventilation heat pump.  Because no matter how insulated a house is, tiles and stones in bathrooms needs to be 26-29°C/78-85°F to feel comfortable. With a timer thermostat and heating cables installed just below your tiles you can still have comfort in time, morning and evening.
